Knox Ricksen Managing Partner Thomas E. Fraysse has been named a “Top Health Care Lawyer” in California by the Daily Journal, the state’s largest legal newspaper. Fraysse is one of 25 lawyers named to the list.
The Daily Journal’s “Top Healthcare Lawyers” awards recognize leading California attorneys in healthcare law. In making its selection, the Daily Journal noted Fraysse’s long-term history with Knox Ricksen, joining the firm nearly 40 years ago, and his outstanding litigation experience, having litigated more than 2,000 matters and represented parties and witnesses in more than 100 trials. The profile highlights a pair of Fraysse’s recent qui tam decisions – the Park and Suh matters – with Fraysse saying these matters created a third bucket of fraud called “structural fraud.” In a quote, Fraysse explains that the pandemic has amped up healthcare fraud through telemedicine. He says, “Telemedicine is a great thing, but it is also an opportunity for medical predators, leading to unintended consequences when regulations were relaxed.”
With decades of litigation experience under his belt, Fraysse represents victims of fraudulent practices and schemes in actions based on common law fraud, California’s Insurance Frauds Prevention Act, qui tam or whistleblower cases, and state and federal False Claims Acts. He is a member of the American Board of Trial Advocates and the Anti-Fraud Alliance, where he has served numerous stints on the board of directors and as president. Fraysse received his J.D. from the University of the Pacific, McGeorge School of Law (1982) and his B.A. from the University of California, Berkeley (1978).
